The selection of the type of pavement has a large and comprehensive impact on manufacturers and users, and requires appropriate cost and various use preference analyses. From the point of view of public authorities as a manufacturer, the decision-making process in the selection of the type of pavement consists of a number of considerations and challenges. These processes require the provision of an analytical examination of environmental and performance factors such as soil type, weather, traffic volume and vehicle type, life cycle, constructability and cost. In this study, the cost analysis and the opening time for traffic of concrete and asphalt pavements, which are the most preferred pavement types by the local government in Erzincan province (Turkey), were analyzed. In this context, cost comparisons were made by considering the construction, maintenance and rehabilitation costs of different pavement types. In addition, the traffic opening times of these pavements were also examined and their applicability under different conditions was discussed. For the construction cost comparison, a pavement measuring 5 meters in width and 1 kilometer in length was used as the basis for the cost analysis. The results showed that the construction costs of concrete and asphalt pavements are very similar, with concrete pavements being approximately 5% less expensive to construct. Additionally,the need for frequent periodic maintenance over the lifespan of flexible pavements significantly increases their lifecycle cost, whereas rigid pavements require minimal costly maintenance. In terms of opening time for traffic, asphalt pavements can be opened to vehicles immediately after the paving process. In contrast, the opening time for concrete pavements varies depending on the type of concrete used. When concrete pavements are preferred, concrete pavements with a dry consistency can be a suitable option for early traffic opening, as it allows light vehicle traffic just 5 hours after casting and placement.
