ÖZET
Halil Rıfat Paşa, Osmanlı Devleti'nde bürokrasi kademesinin en altı olan tahrirat kaleminden, en üst makam olan Sadrazamlığa kadar yükselmiş önemli bir devlet adamıdır. 1827 yılında Selanik vilayetinin Siroz sancağına bağlı Lika köyünde doğdu. Okuduğu tek okul sıbyan mektebidir. 16 yaşında kâtip olarak memuriyete başlayarak bürokrasi içinde yetişen Halil Rıfat, çeşitli vilayetlerde divan kâtipliği, mektupçuluk, mutasarrıflık, valilik ve sonra dâhiliye nazırlığı ve Sadrazamlık vazifelerinde bulundu. Yetişmesinde özellikle ünlü devlet adamı Mithat Paşa’nın yardım ve desteğini gördü. Memuriyet hayatındaki en parlak icraatlarını Sivas Valiliği döneminde gerçekleştirdi. Anadolu’da bayındırlık alanında vatandaş-devlet iş birliği ile gerçekleştirdiği çalışmalarla şöhrete ulaştı. XIX.yy.’da yüzlerce vali arasında özellikle yol yapımı konusunda isim bırakan tek şahsiyet Halil Rıfat Paşadır. Bir atasözü haline gelen ‚Gidemediğin yer senin değildir‛ sözü ona aittir. Dâhiliye nazırlığı ve Sadrazamlığının ilk yıllarında en fazla meşgul olduğu mesele Ermeni isyanlarıydı. II. Abdülhamid döneminde bütün işlerin saraydan yürütüldüğü ve Sadrazamların neredeyse hiçbir rolünün bulunmadığı bir zamanda, yumuşak huyluluğu ve Padişaha sadakati sayesinde 9 Kasım 1901’de vefat edene kadar makamını muhafaza edebilmiştir. Özellikle onun Sivas’ta ulaştırma, bayındırlık, tarım, orman, eğitim ve öğretim alanlarındaki çalışmaları günümüze kadar yüzlerce vali arasında iz bırakan nadir valiler arasında anılmasını sağlamıştır.
Halil Rıfat Pasha And The Governorship Of Sivas
ABSTRACT
Halil Rıfat Pasha is an important statesman, who rose from the official correspondence, which is the lowest step of bureaucracy in The Ottoman State, to The Grand Viziership which is the optimal office. It is the infant school, that is the only school in which Halil Rıfat educated, who was born in the village of Lika depended on Siroz Sanjak of Salonica Province in 1827. Halil Rıfat, who educated in bureaucracy by beginning appointment by a clerk at 16years old, made the Divan Clerkship, office, ownership, governorship and then The Ministry of the Interior and The Grand Viziership in the different provinces. In his development, he took the support and aid of Mithat Pasha, the famous statesman especially.
In his appoinment life, he realized the most brilliant activities in the life of civil service during the governorship of Sivas. He had the reputation with the activities which were realized with the state-citizen cooperation in the area of prosperity in the Anatolia. In the 19th century, Rıfat Pasha is only person who became famous in the subjectof the road building, especially, among the hudreds of governors. The sentence of ‚The place which you can not go isn’t yours‛, Which is a proverb, belogs to him. In the first years of his Ministry of Interior and The Grand Viziership, the matter, which kept at most busy to him, was the Armenian rebellions. In the period of Abdulhamid the second, he could protect his official place until he died on November 9, 1901 by the support of his loyalty to sovereign and his tenderheartedness when The Grand Viziers had a role less and all the jobs were applied from Place. Especially in Sivas, his studies in the fields of transportation, public works, agriculture, forestry, education and training have made him one of the rare governors who left their mark among hundreds of governors.
