EĞİN RÜŞDİYE MEKTEBİ

ÖZET
Osmanlı Devleti’nde 19. Yüzyılda eğitim alanında birçok yenilik yapılmıştı. Sultan II. Mahmud
döneminde temelleri atılan ve Türk eğitim tarihinde oldukça önemli bir yere sahip olan rüşdiye
mekteplerinin açılması da bunlardan biriydi. 1838 yılında devlet dairelerine memur yetiştirmek üzere
İstanbul’da açılan Mekteb-i Maarifi Adliye ve 1839 yılında açılan Mekteb-i Ulum-u Ebediye bunların
ilk örnekleri olmuştu. Ancak sivil bir eğitim kurumu anlamında rüşdiye mekteplerinin kurulması,
Meclis-i Maarif-i Muvakkat’ta hazırlanmış olan raporlar sonucunda gerçekleşmişti. Bunların ilki, 1847
yılında İstanbul'da Davutpaşa Okulu bünyesinde Ahmet Kemal Efendi tarafından açılan okuldu. Bu ilk
girişimin başarısının ardından rüştiyelerin sayısı artırıldı. 1863 yılına gelindiğinde İstanbul'da -biri kızlar
için olmak üzere- 13 okul bulunuyordu. Taşrada ise 48 rüştiye daha mevcuttu ve bu yaygınlaşma
sürecinde 1869'da yayımlanan Maarif-i Umumiye Nizamnamesi (Genel Eğitim Tüzüğü) etkili olmuştu.
1873 yılında ülke genelindeki rüştiye sayısı 307'ye ulaşmış; II. Abdülhamid (1876-1909) döneminin
sonunda ise bu sayı 619'a yükselmişti. Bu bildirinin konusunu oluşturan Eğin Rüştiyesi de bunlardan
biriydi. Osmanlı arşiv belgelerine dayanan bu çalışma; Eğin Rüştiyesi'nin açılışını, buraya atanan ilk
personeli, modern standartlara uygun eğitim materyallerinin teminini ve öğretmenlere verilen ödülleri
incelemektedir. Ayrıca, eğitim-öğretim faaliyetlerinin en önemli sonuçlarından biri olan akademik
başarı durumu da sınav çizelgeleri dikkate alınarak belirlenmeye çalışılmıştır. Bu bağlamda, Eğin
Kazasında modern bir eğitim anlayışı oluşturma çabası özelinde, Eğin Rüştiyesi'ne dair kurumsal bir
eğitim tarihi çalışması örneği sunulması amaçlanmıştır.

ABSTRACT
Many innovations were made in the field of education in the Ottoman Empire during the 19th century.
One of these was the establishment of secondary schools (rüşdiye mektepleri), whose foundations were
laid during the reign of Sultan Mahmud II and which hold a very important place in the history of
Turkish education. The Mekteb-i Maarif-i Adliye, opened in Istanbul in 1838 to train civil servants for
government offices, and the Mekteb-i Ulum-u Ebediye, opened in 1839, were the first examples of this.
However, the establishment of secondary schools (rüşdiye mektepleri) as civilian educational
institutions was a result of reports prepared by the Provisional Council of Education. The first of these
was the one which was opened in Davut Pasha School in İstanbul, by Ahmet Kemal Efendi, in 1847.
Following the success of this first initiative, the number of rüştiyes were increased. In 1863, there were
13 schools in Istanbul, one of which was for girls. The other 48 rüştiyes were located in the provinces,
and The Maarif-i Umumiye Nizamnamesi (statute on general education) published in 1869 was
influential in this propagation. In 1873, the number of rüştiyes had reached 307, throughout the country,
and at the end of the Sultan Abdülhamid II (1876-1909) era, this number became 619. Rüştiye school in
Eğin, the subject of this paper, was one of them. This study, based on the Ottoman archival documents,
examines the opening of Eğin Rüştiye School, the early staff appointed there, provisions of teaching
materials matching the modern standards, and rewards given to the teachers. In addition, the academic
achievement status, which is one of the most important results of education and training activities, was
tried to be determined by taking into account the examination tables. Within this context, it has been
tried to present an instance of an institutional educational history study of the Eğin Rüştiye School,
specific to the effort to establish a modern educational understanding in the town of Eğin town.
