ÖZET
Bu
araştırmada, uyuşturucu kullanımının çocuk ve gençlerde neden olduğu
problemlerin sosyal açıdan bilimsel olarak ele alınması amaçlanmıştır. Çalışma
sürecinde, uyuşturucu probleminin geniş bir bakış açısıyla analiz edilmesi
tasarlanmıştır. Uyuşturucu madde kullanımı, insanlığın yerküre üzerinde
varlığını sürdürmeye başlamasından, içinde bulunduğumuz 21. Yüzyıla kadar
artarak devam edegelen en önemli problemlerden biridir. Uyuşturucu kullanımı,
insanın yaşam hakkının ihlal edilmesi, ihmal edilmesi, yok edilmesi, tehdit
edilmesi, elinden alınması ile ilgilidir. İnsanların sağlıklı yaşam hakkını
ihlal eden en önemli problemlerden biri uyuşturucu madde kullanımı ve
bağımlılığıdır.
Türkiye’de
2012-2013 Öğretim Yılından itibaren 0-5 yaş grubu hariç 18 yaşına kadar bütün
çocuklar zorunlu eğitim çağ nüfusu içerisinde yer almaktadır. 6-18 Yaş grubunda
yer alan bütün çocukların öğrenim süreçleri boyunca sağlıklı yaşam koşullarını
korumaktan ebeveynleri, okul ve eğitim yönetimleri ile kamu yönetimi
sorumludur. Bütün dünyada insanlığı en çok tehdit eden tehlikelerden biri
uyuşturucu kullanımıdır. Uyuşturucu, bireyleri, toplumları, aileleri; kısaca
yerkürenin tamamında insanlığı adeta yok etmeye çalışan en büyük problemlerden
biri olduğu gibi Türkiye açısından da en önemli sağlık, sosyal, psikolojik,
ekonomik, politik, dînî, kültürel ve kamusal problemlerden biridir. Uyuşturucu,
bireysel bir yıkımla başlayarak zincirleme bir şekilde bütün topluma, ülkeye
yayılan genel bir problem halini almaktadır. Çalışma bağlamında sosyal saha
incelemeleri yoluyla uyuşturucunun yol açtığı bedensel, zihinsel, psikolojik ve
sosyal problemler gözlemlenmiştir. Uyuşturucunun neden olduğu sağlık
problemlerinin ferdî ve sosyal intihara sebep olan en önemli etkenlerden biri
olduğu görülmüştür. 21. Yüzyıl dünyasında uyuşturucu madde türlerinin artması,
buna bağlı olarak da uyuşturucu kullanımının artmasıyla birlikte daha çok
kimsenin de ölümüne ve yok oluşuna sebep olduğu görülmektedir. Uyuşturucudan
kurtulmak için alınan tedbirlerin ve caydırıcı cezai yaptırımların oldukça
etkisiz ve yetersiz olduğu saptanmıştır.

ABSTRACT
In this
study, it is aimed to address the problems caused by drug use in children and
young people from a social point of view. In the study process, it is designed
to analyze the drug problem from a broad perspective. The use of drugs is one
of the most important problems that has continued to increase from the
beginning of humanity's existence on the earth until the 21st century we live
in. Drug use is related to the violation, neglect, destruction, threatening and
deprivation of the human right to life. One of the most important problems that
violate people's right to a healthy life is drug use and addiction.
In
Turkey, as of the 2012-2013 academic year, all children up to the age of 18,
except for the 0-5 age group, are included in the compulsory education age
population. Parents, school and education administrations and public
administrations are responsible for maintaining healthy living conditions
throughout the education process of all children in the 6-18 age group. One of
the dangers that most threaten humanity all over the world is the use of drugs.
Drugs affect individuals, communities, families; in short, it is one of the
most important health, social, psychological, economic, political, religious,
cultural and public problems for Turkey, as it is one of the biggest problems
trying to destroy humanity in the whole world. Drugs become a general problem
that starts with an individual destruction and spreads to the whole society and
country in a chain manner. In the context of the study, physical, mental,
psychological and social problems caused by drugs were observed through social
field studies. It has been observed that drug-induced health problems are one
of the most important factors causing suicide. It is seen that the increase in
the types of drugs in the 21st century world, and the increase in drug use
accordingly, cause the death and extinction of more people. It has been
determined that the measures taken to get rid of drugs and deterrent penal
sanctions are quite ineffective and insufficient.
