Özet

SSCB'nin çöküşünden sonra, bağımsız ülkelerinin ortaya çıkmasıyla Orta Asya bölgesi birçok oyuncu arasında rekabet alanı haline gelmiştir. Bu rekabet sadece enerji veya güvenlik alanları ile sınırlı kalmayıp diğer alanlarda da kızışmıştır. Batı oyuncularından ABD ve AB’nin yanı sıra Rusya ve Çin’in de bölgedeki faaliyetleri eğitim ve kültür alanlarında etkilidirler. ABD ve AB bölge ülkelerinde aktif olarak Amerikan köşeleri veya eğitim bursları gibi çeşitli eğitim ve kültür programları çerçevesinde faaliyet gösterirken; Rusya, uzun süre Orta Asyalı öğrencileri çeken lider ülke konumundadır. Diğer yandan yabancı öğrenci sayısında dünyada üçüncüsü olan Çin ise bölgede Konfüçyüs Enstitüsü ağını aktif olarak kullanmaktadır. Belirtilen bu ülkelerin bölgedeki eğitim ve kültür alanındaki etkileri giderek artmaktadır. Bu rekabet içerisinde Türkiye’nin konumu ne durumdadır? Bu çalışmada, istatistiksel verilere ve yapılan araştırmalara dayanılarak, Batı ülkeleri, Rusya ve Çin’in bölgedeki eğitim ve kültür bağlantıları ele alındıktan sonra Türkiye’nin bölgeye yönelik çalışmaları geniş olarak ele alınacaktır. Çalışmamız Türkiye’nin yumuşak güç bakımından durumuna değindikten sonra bu ülkelere yönelik eğitim politikalarını yoğunlaşmaktadır. Anahtar Kelimeler: Orta Asya, Türkiye, yumuşak güç, eğitim. Abstract: After the collapse of the USSR, with the emergence of independent countries, the Central Asian region has become a field of competition among many actors. This competition was not limited to the fields of energy or security only, so intensified in other fields. The activities of the Russia and China in the region, as well as the USA and the EU, has also affected the of educational and cultural fields. The USA and EU are actively working in the region countries within the framework of various educational and cultural programs such as American corners or educational scholarships; Russia is a leader in attracting Central Asian students. On the other hand, China, which come third in the world in terms of the number of foreign\international students, ‘s also very actively promoting the network of Confucius Institutes in the Central Asian region. The influence of these countries in the field of education and culture in the region is gradually increasing. What is the position of Turkey in this competition? In this study, based on statistical data and research, after the educational and cultural connections of Western countries, Russia and China in the region, Turkey's working on the region will be discussed in detail. After mentioning the situation of Turkey in terms of soft power, our study concentrates on education policies towards these countries. Keywords: Central Asia, Turkey, soft power, education.
