Abstract:

Although the September 12 1980 coup, was seen as an intervention that suspended democracy in Turkey's recent history, the process that followed also appears as the practices of building a new society. In a sense, the September 12 administration linked its legitimacy to the cultural crisis that occurred before September 12, and made attempts to ensure its own cultural power in the period afterwards. When the September 12 Interim Regime Period is considered not only with its military wing but also with its civilian wing, the framework of the cultural policies of this period will be seen more clearly. Active practices were carried out during this period by institutions that played a leading role in the official cultural policy of the state, such as the Ministry of National Education and the Ministry of Culture and Tourism. These practices, in a sense, formed the cultural background of September 12 and became the basis for ensuring its legitimacy. The 12 September administration saw culture as a political tool that had to be planned to prevent society from returning to the pre September 12 period. These practices carried out by the state are discussed in chronological order limited to the Intermediate Regime period. In summary, in this study, September 12 Interim Regime Period is discussed in the context of cultural policies. Keywords: Interim Regime, Military Coup, Culture, Cultural Policy, September 12.
